Hyperbole is a type of figurative language as it is a figure of speech used when we speak or write in an exaggerated manner in order to emphasize, to add humor or to gain attention on something. Thus, the sentence is also an example of hyperbole because it involves an exaggeration of ideas, to make one step per minute is extremely slow, unrealistic and obviously false. The speaker tells it this way for the sake of emphasis.
