This quotes means there can be a million people saying they gone do something or that they are something but they really aren't doing that or if they are they aren't practicing it truly while one amn can really be on his word and mean what he says this mean something to me because I want to be that one person that actually sticks to there word, that actually is something they say they are, that actually is real not actin fake.

This is one full thought that doesn't run on for too long. The "overcome with joy" portion is the dependent clause that needs the other part "Mrs. Monroe told her husband the exciting news about her promotion" which is the independent clause. The independent clause could be its own sentence without the dependent clause, but not the other way around.
