When Constantine tried to establish New Rome he was witnessing a different change in Europe take place than what happened in prior centuries. With his divison of the Roman Empire in the Western and Eastern Roman Empire, he was able to succesfully save a whole part of the Empire.

Constantinople was therefore the new Roman capital. The Eastern Roman empire flourished for another thousand years, while the Western one declined in a few centuries.
