Tôjô had built his power through his position as leader of Japan’s military police in Manchuria. He was named as the Kwantung Army’s chief of staff in 1937. He saw the military occupation of Chinese territory as essential to make the Nationalist Chinese authorities to cooperate with Japan, so he was behind the opening of hostilities against China.
