<span>Nikolai Novikov was a Soviet diplomat born in Saint Petersberg. In the mid 1940s he was Soviet Ambassador to the United States and his papers, released in the 1990s, included the famous Novikov Telegram. Sent on September 27, 1946, it suggested that the US was planning world domination and World War III against the Soviet Union.</span>
