After a bill is submitted it is assigned to a specialized committee which is in charge of debating its content. If the bill is passed by the committee, it will go to the Senate for a hearing. If it gets the necessary votes and is passed by the Senate, it will then be passed to the House of Representatives for the same process to executed.
