During a low pressure, the system at its center has lower pressure than in the areas around it. Usually, the wind blows towards the area with low pressure then the air rises in the atmosphere where they meet. When this happen, the mixing of air and low pressure would condense the water vapor forming clouds and precipitation occurs.

A low pressure brings the cloud as well as the precipitation compared to the high pressure that has cool dry air with bright skies. The condition of the weather for low pressure would be wet and stormy. This then would result to flood affecting the livelihood and houses of people.
