Art is ever changing and it evolves with time, so there is not a set of characteristics that a work of art needs to follow to be considered "art", so yes, I do agree with the author.

Explanation:

Modern art was characterized by a disregard of past traditions in order to favour experimentation. They seeked new ways to represent their ideas, and favored abstraction. Post impressionism, artists continued to seek new ways of expression, going away from the usual subjects represented in paintings, and favoiring multi colored landscapes and figure paintings. At this time, artists were no longer interested in producing realist perfect representations in their paintings, but explore different colors, shapes and subjects in order to produce an effect on the viewers. Perfectly and accurately represented images is only a small scope of what art is nowadays. Modern movements like expressionism were more interested in evoking the artists feelings and emotions through the paintings, and transmitting them to the viewers. And Cubists took it even further by doing complete deconstructions of the objects, making each viewer have their own interpretation of the work.
