1. The Ottoman Empire was unable to reform itself and it could not deal with the growing number of ethnic nationalism of its diverse peoples.

2. The members of the great powers quarreled amongst themselves and they also failed to ensure that the Ottomans would carry out those reforms that were needed at that time.

Explanation:

The Balkan Wars, which occurred between 1912 and 1913. There were two successive military conflicts or wars that deprived the Ottoman Empire of almost all its remaining territory in Europe.

There was intense an intense rivalry among the European powers over trade and colonies that led to the Balkan conflict.  The Balkan area or region became an area of intense conflict. countries that were involved included Russia, Germany, England, Austria and they all wanted to extend their control over the Balkans because of it has a strategic location.
