Well, it's kinda tough to explain, savage can be used positively as well as negativley used.  When applied to villains, for example, or wild killing animals, it can mean cruel, aggressive, or vicious. Here it is very negative. As a noun, a savage means " a person who is regarded as primitive and uncivilized, or mean and ruthless”, and is thus very offensive. It could also mean rebel, badass, or agitator in a positive tone. However, lurking is used negatively, lurking is also called orbiting, and is generally looked upon as creepy. the word "lurking" has increasingly taken on a negative tone, implying one is being nosy or spying, kinda a form of eavesdropping.
