1) problem: Lower class under the poverty line
answer: raise minimum wage that way people can make money that way they can afford to live
2)problem: public defenders are given too many cases at once which is making it hard so people to win their case even if innocent
answer: pay them more that way more people would want to take the job. Also for some minor cases do not make them have to appear in court 
3)problem: Some children can not get school  lunch and is shamed for it.
answer: make the near by groceries stores that would just throw away food give it to the school and food the children that.
 4)problem: lots of women are raped in the military/army  
answer: stop dealing with it internally and hand the case over to the police.

In 1798 which is when the Alien and Sedition Act was passed tensions with France were high and war was a vivid thought. So the government had to protect the nation and French immigrants were not being treated well by nativist or Americans who did not like foreigners and the French also did not support the government. So the law was used to suppress voices of immigrants but also to protect the nation from spies and war. So Congress saw the acts has necessary to prevent a greater evil.
