The main argument for this is that people should willingly give up a bit of their freedom in exchange for order and protection by their government. If we were without government and law, you could be killed at any time. However, having laws often deters the majority of people from wanting to do this due to punishment, therefore making you safer.

They have all been named after Herbert Hoover, the President of the United States at the time of the Great Depression and widely blamed for its onset. Charles Michelson coined the phrase.
