If you were in a higher class within the social construct, you could pay $$ to eliminate your punishment. hammurabi justified his punishments by stating " an eye for an eye " meaning that if you committed a crime harsh enough, you were bound to receive the same type of treatment, since it's fair & square.

He would say an eye for an eye. Here is one of his rules: If the builder built the roof for the person's house and it fell apart and killed the man. The man who made the roof would die. This is what it is.

Military campaigns did occur from the 14th century CE against the Christian kingdoms of Nubia, for example, while in the 18th century CE the Muslim Fulani launched a holy war in the Lake Chad region. There were also sometimes violent resistance by supporters of traditional African beliefs such as animism and fetish, spirit and ancestor worship.

Shame motivates behavior in more ways than one. Shame can cause you to act with extreme power, or act in harsh ways, or sometimes in a more charitable way. It motivates you to use behavior that covers up an act that brought on the feeling of shame in the first place. If you are shameful, you can not run a city or country effectively, because you are not in a stable mindset if you let that shame effect your actions in negative ways. If you deal with your shame, for example: by accepting the mistake that caused you to feel shame, then learning from that mistake and knowing how to avoid making it again.
