Explanation:

You should be able to tell right away what the writer's idea is and how he feels like about a subject by reading his or her claim. The clearer the claim is, the better. The claim is also supposed to be asserting, but open enough to generate some discussion about the subject, which incentives the reader to finish the text to find the claims and counter claims.
