Option 1 is wrong as there has to be either a comma right after "out" or maybe even a colon to suggest the start of the speech.

Option 3 is wrong as the colon is placed unnecessarily in the sentence.

Option 4 is wrong in the same way, placing the colon in the middle of the reported speech where it is not required.

Thus, the correct sentence is option 2.
