I would personally go with C) because things cost a lot these days but its not about the price of the school, its the quality and what they're teaching u so u can go to the cheapest school there is and still go to college and get degrees since u applied what u learned.
You'll have to find a file converter, there are many found online that you can automatically access online, or will have to add as extension or download. You can typically find them on google.
