They admitted states into a union, which made living conditions more better for citizens. They also had a second aim, and that was abolishing slavery. The ordinance also abolished slavery in the North-West part of the United States, but they're main goal was to find out a good way of making new states, while abolishing slavery was a second option in making a good state.
