Area of frame=area of total-area of inside ting

area=lenght times width
so

inner one
length is 16-2-2 (both sides) or 12
width or height is 9-2-2=5
so area is 12 times 5=60

outter one
16 by 9
16 times 9=144

so
outer-inner=144-60=84

so 2nd option
