Becoming a member of the jury is considered a very important duty as it promotes contribution towards democracy and law by the civilian. Once selected for this role, a citizen has to oblige or follow some legal route explaining the inability to participate.  

Ignoring jury summons without any reason whatsoever could result with a court order where the judge may issue a warrant of arrest. This means refusing to cooperate could results in arrest by the police, however, the first time offenders may only need to pay fines. Continued behavior of ignoring summons leads to the local jail.

This will work for any efficiency, for any parameter you need to define. They need to be in the same concentration unit, of course.

Replacing known values, we have:

Which we will approximate to 91%, because decimal percentages do not say anything and are not currently used.
