I believe the answer would be: Rarely, and seldom without political and/or economic pressure<span>
In most common case, the perpetrators of a terrorist attack has been indoctrinated since their childhood with false ideology. This make them an easy target for someone who wanted to create a terror attack to leverage a political situation. </span>
