In fact, the federal debt grew nearly tripled while Regan was in office. I would say young children.
a student of economics could learn from this article
-people who are funded by government grants shouldn't be effected. At least it doesn't say anything about that being effected
-young children probably would not want to read this
so that means that the intended audience is not young children
