In English language, an object is said to be swirling if it is moving in a twisting pattern. A surf on the other hand refers to bubbles, which are formed by the ocean waves as they hit the shore. Thus, swirling - surf is talking about ocean waves that are moving in spiraling or twisting manner.

"swirling-surf" is simply a more accurate and detailed description of surf that occurs in the ocean. "Swirling" implies that the surf is especially large and rough.
