The founding Fathers (Benjamin Frankly, Alexander Hamilton, etc,) thought it was necessary to make a constitution because it would strengthen and define the government.

Charisma and propaganda--Reagan knew how to reach his audience and convince the American people they were in a state of danger and he had been able to keep them safe. 

The Reagan administration focused on Cold War tactics first convincing American citizens they were unsafe in a world with communism and the USSR. He then developed military focus and propaganda to prove his leadership was keeping Americans safe. This with large tax breaks and a sense of conservative 'normalcy' made him very popular with the majority of white America.

Federalists were the first political party of the United States and debated the inclusion of the Bill of Rights. There were two sides to the debate: the Federalists and the Anti-Federalists. The Federalists sought to ratify the Constitution while the Anti-Federalists did not. The Federalists felt that the inclusion of the Bill of Rights was not necessary and the Anti- Federalists claimed the Constitution gave the central government too much power, and without a Bill of Rights the people would be at risk of oppression. Yet remarkably, it was The Federalist, James Madison who eventually presented the Bill of Rights to the Congress despite his former opposition.
