In Russia, Industrialization and Reforms come very slow because The Tsars and Nobles did not want to make changes or any improvement that could dimish their authority. They were accustomed of his way of life and comfort that change was not the best option. Russia was an autocratic country and its economy was based on agriculture.  

Only years after that, Russia borrowed money to forge its industry. An example is the Trans-Siberian Railroad, which helped develop the transportation systems.
