I believe the answer is Homo sapiens founded communities in colder regions because they could make clothing and build efficient shelters. The climate in Africa was really harsh and too hot for many plants and animals to live. This makes that place unlivable for the humans because of food shortages so they decided to move to colder regions, where they could obtain sufficient foods and stay in that place for the living.
