Lincoln reasoned out that there were insurgent agents who were intent on destroying the Union without war but there were parties who would rather wage war and have an easy triumph.

Here is his reason:

The French people rose up and killed all the there aristocrats and royalty which upset aristocrats and royals from other European countries for several reasons. The rebellion gave their counties commoners dangerous ideas about rebelling themselves and also all the aristocrats were related regardless of what country they ruled.
