Explanation: Congress is split into two houses, the House of Representatives and the Senate. For any laws to be passed they must be approved by both houses and then signed by the President. The Populated States thought it unfair that the House of Representatives had the number of representatives established by population, but the Senate had a fixed number of representatives per state (2). The founding fathers saw potential tyranny and suppression of the voices of the smaller states if everything was based upon population. This is the reason that each state has Members of the house based upon populations, while only two Senators. This was put into place to protect the smaller states and their populations from having no voice in the Government just because of their small populations. With each state having an equal number of Senators each state was then seen as Equal in the Senate, and the larger state's votes counted for no more or no less than the smaller states.
The larger states felt that this could lead to smaller states coming togeather in voting blocks that could usurp their ideas and legislation. Much of it was blustering on their part, as many in the larger states wanted to ensure that their ideas and laws were passed even at the expese of the smaller states. This as stated above was addressed by the founding fathers by having each state have an equal say in the Senate, to prevent a tyranny of the majority.
