The U.S constitution allows for the election of congress men/women into both houses to be elected directly by the vote of the people.
The senators representing each state in the United state of America are elected by a statewide vote and not by only the people in which they represent in the house of senate, while the house of representatives are elected via members of the congressional district which can change every 10 years. so they are not elected directly by the people because the congressional district can change based on population growth.
Mayors as well are elected by the people. while the president is been voted by every American citizen who is eligible to vote.
Their goal was to destroy the military base at Pearl Harbor. While major destruction was inflicted onto the Pacific fleet, it would not do as much damage as the Japanese would plan to do. Ultimately this would allow for a speedier recovery of the Pearl Harbor base and allow the United States to maintain a good control of the island of Hawaii.
