The ratification of 14th amendment gave Congress the power to laws protecting civil rights.

The Equal Protection Clause is included in the Fourteenth Amendment to the United States Constitution. The clause was enforced in 1868 and supports that no state shall refuse to any person within its jurisdiction “equal protection of the laws”.
