Water has everything to do with politics, mainly because of large bodies of water being ports or pathways for ships to cross, it can lead to policies revolving around trade and taxes on imported goods.

If someone were campaigning someone could promise to reduce pollution in the area near the water, and promise to clean the water up and grab votes from the environmentalists or locals that (may) drink from the water or use it in some way.

The two ways would be:

1) Proximity of water can affect transportation which is very important component for politics. It can lead to either way.

2) Proximity of water can disturb the hydrological cycle, which can affect political plans/issues.

These aerosols can also change the air circulation patterns by changing the temperatures by differential rate of sunlight absorption. Carbon aerosols like Soot are opposite to this nature. These absorbs the sunlight and make the atmosphere hotter.

At high concentrations these micrometer sized particles can be very much harmful for humans. Air pollutants produced from the burning of the fossil fuels causes approximately 5.5 million deaths worldwide.
