The 1939 cash-and-carry amendment to the Neutrality Acts favored Britain over Germany because Britain had a larger fleet of ships to carry arms than Germany.

Roosevelt lobbied that the Neutrality Act be amended because it may give passive aid to an aggressor, which is Germany, to the detriment of their Allies. Thus, on 4th November 1939 the Neutrality Act of 1939 was passed, allowing for arms trade with belligerent nations (Great Britain and France) on a cash-and-carry basis. This in effect ended the arms embargo.
