The Hoover administration was busy dealing with the Great Depression at the time of the Manchurian Incursion, and the administration opposed any economic sanctions against other nations, fearing it would lead to war. They just sent a note to Japan and China called the Stimson Doctrine.

Terrorism dates back all the way to the 1700's. Since then, the acts and reasons behind terrorism has changed over the centuries. The word derives from the French Revolution at the end of the 18th century. In 1798, the Académie Française, the French council for matters pertaining to the French language, defined terrorism for the first time; it meant a “system or rule of terror.” In the 1800's, terrorism changed from it's initial definition. The 19th century was a period when nationalist movements broke out across Europe. They mostly involved violent attacks against the government to achieve political goals, such as assassination of political figures. In the 1900's and 2000's, terrorist attacks mostly involved targeting civilians and using religious reasons to justify their actions. Starting in the 1960s, the United Nations held several meetings aimed at defining terrorist acts. However, because terrorism was used for very different reasons, certain countries refused to universally outlaw its use. To this day, world leaders struggle to define terrorism.
