The legal challenges contribute to the decline of Reconstruction when President Lincoln announced that there is a plan for reconstructing the Confederate states which are already under the Union control. He proposed to excuse the Confederate who took a pledge to support the Union.

Reconstruction is the name given to a period in American history with lasted from 1863 to 1877. During this period, the former Confederate states experienced enormous change thanks to policies passed by Congress. Reconstruction was designed to eliminate the remnants of slavery and secession, and bring the country together once more.

However, this process was complicated due to the legal challenges that were put forward. One of the most important ones was the passage of the Black codes in the South, which severely restricted the rights given to former slaves. With the passage of such laws, the success of Reconstruction was diminished.

The Act prohibits Federal military personnel from acting as law enforcement officials inside the United States without direct approval from the Constitution or Congress is the Posse Comitatus Act.

What is the objective of this Act?

The Posse Comitatus Act forbids federal troops from taking involved in civil law enforcement unless they are specifically authorized by law.

This Act reflects an American tradition that views military intervention in civil matters as a threat to the country and individual freedoms.

Although the constitution does not restrict the President from using the military to execute civil laws, Congress chose in 1878 to limit the president's ability to do so without approval from congress.
