By the time the new Fugitive Slave Act passed in 1850 was enacted in the U.S., several Northern states had already abolished slavery but it was still legal in the Southern states, so many "slaves" would attempt to run away to the free states.

The Fugitive Slave Act of 1850 allowed for the capture and return of runaway slaves within the territory of the United States. It guaranteed harsh punishments, like imprisonment, for anyone helping a runaway or anyone interfering in slave's capture, guaranteed the right of slave owners and their “agents” to search for escaped slaves within the borders of free states and it compelled citizens to assist in their capture as well. It also denied slaves the right to a jury trial, among others.

Well, with the Dawes Act, native Americans were separated and stripped of their land.
Only those who accepted it and allowed the others to do this to them could become US citizens.

But the thing that went wrong is that the people who wanted to enroll this onto them didn't bring their culture and family beings into consideration, therefore many Native Americans didn't want to going through with this just to become a member in the US.

A couple of adjustments that you could make from the plan is don't strip them of their land and give them more of a choice with becoming a US citizen. Entirely, the natives had their land taken, therefore with no land they couldn't survive, forcing them to become a US citizen to get their rights and land back, all together, proving unfair.
