The author mentions that the United States grants too few work visas to foreign scientists. We can foster innovation by giving more foreign scientists and engineers extended work visas. This policy would mean the United States could bring the best scientists to work on US projects right now. However, one downside is that this policy doesn’t address the lack of American students studying to be scientists and engineers.
