The sum of these fractions are their expenses.
Note that
\frac{1}{2} = \frac{3}{6}, \, and \,  \frac{1}{3}= \frac{2}{6}

Therefore the fraction of the budget is
\frac{1}{2}+ \frac{1}{3}  = \frac{3}{6} + \frac{2}{6} = \frac{5}{6}

Answer: 5/6
