Competitive states (also known as swing states) are those that do not clearly lean one way or the other one on a regular basis. Besides this states, most of the Northeast and the West tend to lean towards the Democratic party, while the South and the Midwest generally support the Republican party.

I suspect that's the phrase you're looking for, even if you haven't provided us with a list of phrase choices.   After the Civil War and prior to World War II, blacks in America had acquired a measure of civil rights, but they had not attained truly equal status with white Americans.  And many "Jim Crow" laws, as they were called, compelled blacks to stay separated from whites in society.

The start of the Seven Years’ War signified the maturity of the British colonies and the influence of European conflicts in the power struggle for control in North America.
