However, the federal power is superior and that’s why the constitution is the final arbiter, which means the constitution handles the final decision.

The national government needs to come up with special rules for all the states in the United States.

Federalism refers to a form of government in which power is shared with different levels. It is a method of government where two or more entities are allowed to distribute power in the same geographical region.

For instance, Federalism is practiced in the United States as the power is shared between the federal, state and local governments. The states have laws that guide them, likewise the federal and local governments.

Federalism should not be confused with either unitary or confederation. In a unitary form of government, the power belongs to one unit and in confederate; there are independent government units that work together.

However, the current method of government was put place by the US constitution, which replaced the Articles of the confederation.

Therefore, since federal powers are superior, the constitution makes the decision.

The States are allowed to find solution and make a decision about the issue. There are equal powers with the Federal and States therefore, the issue can be debated. Since federal powers are superior, the Constitution makes the decision. The national government shall create specific rules for each of the States.

This means that the Black Codes prohibited former slaves from voting.  With this information, we can unmistakably deduct that former slaves did not have the right to run for any seats whether it be president, governor, senator, mayor etc. Another thing to note is that Black Codes prohibited the carrying of weaponry. While this does not appear as a political matter to the naked eye, it is a widely debated matter in society. Because former slaves were not given this right we can assume that they had no say in this matter politically; they did not have a say in passing laws. </span>
