The main keys in the amendment that you have to pay attention to is, "The Right of citizens of the United States to vote...Shall not be denied or abridged by the Unites States or any State by reason of failure to pay poll tax or other tax."---- Both of those are key points, and basically mean that the states can not stop you from voting just because you are from the lower class and/or  have not payed you taxes.
