This is an interesting and odd statement because it was Sam Houston who was also instrumental in the annexation of Texas in 1845.

Explanation:

Sam Houston was the leader of the Texan Army and helped to win independence from Mexico with victories like that at Battle of San Jacinto. Houston is a figure of Texan Independence but also of the annexation of Texas to the United States. Houston served as president of Texas twice. He was also elected to the Senate to represent Texas in 1846.  The whole quote is as follows: "There would be no difficulty in securing the rights of the people and the liberties of Texas if men would march to their duty and not fly like recreants from danger. Texas must be defended and liberty maintained." He was inciting others to join the cause for Texan independence.

The more common reference to "The Red Scare" usually refers to what historically was the Second Red Scare, from the late 1940s to late 1950s in the United States.  Following World War 2, as the Cold War developed and the Soviet Union was gathering allies, there was even greater fear -- and fear-mongering -- in the United States about the threat of communism.   The Second Red Scare was when  The House Un-American Activities Committee (HUAC) was created and when Senator Joseph McCarthy began a campaign of accusations against suspected communists in various sectors of American life.

Both were strong at their peaks, but seeing how the vikings were much more used to the sea life and raiding, and how the peak of roman military was extremely focused on conquests, i would say the romans would beat them. But in a water battle, vikings probably take the cake.
