Both of the people mentioned above were known philosopher who have said different opinion regarding how a government should be run and how to interpret social contract.

For me personally, I feel social contract is a set of agreement that's not necessarily written within the law. But, this agreement need to be carried out by all people in society in order to maintain peace and order.

Humans are inherently selfish organism. We tend to act based our own interest. But if we always follow that interest , there's a chance when we might hurt other people in the process.

Social contract basically an agreement that make us agree to prevent ourselves to pursue some of that interest, and let ourselves be ruled by Laws which determine the things that we can and cannot do.  Government and the people have to act accordingly to this set of laws to prevent chaos from occurring.
