A true leader, a true ruler must consider all of its people. He needs to hear the majority and the minority and not to be in favor of the majority just because they are more. To make the right decisions, he must hear, understand and be aware of the population in general, not only one fraction or segment. So he not only attends what the law says but he considers the moral value, the ethics aspect of the decisions he is about to make.
