No because Saudia Arabia has more of a dry land but the fertile crescent has good soil and good rainfall.

The French Revolution allowed the Reign of Terror to occur because, after a revolution like the French, the government has a "void of power" after many years of monarchy dominance. The void has to be occupied to keep control of the uncertain times. Often, arrogant tyrants take the power under such turmoil and abuse of this power, as was the case of the Reign of Terror in France, a period in which Maximine Robespierre established terror in the population ordering massacres and executions to control the social disorder of the time and the attacks to the clergy. Robespierre was the leader of the Committee of Public Safety that acted as a form of government from 1793 to 1794.

I think it went on for so long precisely because of the disorder and instability of the turbulent times after the revolution. It required military intervention after the Battle of Fleurus in 1794 to take the control of the situation.
