People such as Baron of Montesquiou, Jean-Jaques Rosseau, Thomas Hobbes, and John Locke considered that representative governments were an option for modern states. They thought that this new way to rule was better than the older monarchical European structures. Their ideas influenced later independence movements such as the American Revolutionary War and the French Revolution.
