I believe the answer is B.  While the attack was illegal, Roosevelt's line of "looking towards maintenance of peace" as well as the fact that Japan had initiated the talks of working on peace suggests that they were just pretending to work for peace.  This was also a major reason why it would take so long to maintain a trusting relationship with the Japanese because they were so deceptive during this time.
