Yes, i believe you can.

Requirements for 3 sides to become a triangle are: 

a + b >c

a + c > b

b + c > a


So, you have 36 toothpaste with 4 cm in length for each of them. So about 144cm in length.

In order to make a similar triangle you just need to divide all sides with 4 and see if the total sides is less than 144

176 / 4 = 44

208 / 4 = 52

176/4 = 44

Total = 140  . . . . .you just need 35 toothpicks for this
