This is not unlike federalism. Federalism is a division of power between the federal government and the individual state governments. The Framers designed our system of federalism specifically so that the federal government and the state governments could operate separately from one another. However, the federal government still finds ways to control the state governments

Since 9/11 the security we have in our airports have been drastically improved and taken seriously. People are now more cautious and anxious in public spaces. After 9/11 America invaded Afghanistan which caused a lasting war. Now there are stricter rules with immigration and deportation and people are more weary or “unwelcoming” of immigrants. The government has started extreme surveillance of the internet.

The Preamble of the Declaration of Independence describes the government purpose.  The Preamble first states that all people are given certain unalienable rights, including 'Life, Liberty, and the pursuit of Happiness.' The Preamble then goes on to state that '...to secure these rights, Governments are instituted among Men...'. So, the Declaration states that the purpose of government is to secure the people rights .

Preamble to the U.S. Declaration of Independence, 1776 id as follows:

<em>We hold these truths to be self-evident, that all men are created equal, that they are endowed, by their Creator, with certain unalienable Rights, that among these are Life, Liberty, and the pursuit of Happiness. </em>

<em>That to secure these rights, Governments are instituted among Men, deriving their just powers from the consent of the governed, That whenever any Form of Government becomes destructive of these ends, it is the Right of the People to alter or abolish it, and to institute new Government, laying its foundation on such principles, and organizing its powers in such form, as to them shall seem most likely to effect their Safety and Happiness. </em>

But when a long train of abuses and usurpations, pursuing invariably the same Object, evinces a design to reduce them under absolute Despotism, it is their right, it is their duty, to throw off such Government, and to provide new Guards for their future security. </em>
