In fact, political ferment, particularly among the intelligentsia, accompanied the transformation of Russia's economic and social structure, but so did impressive developments in literature, music, the fine arts, and the natural sciences.

He states that, as evidence suggests, power invested in only one person or body is easily prone to be abussed. Therefore power must be distributed between the Executive, Legislative and Judicial branches. These three can check each other to prevent tyranny and abuse.
