The answer to your question is true
I think this is more of a critical thinking question so here we go:
The citizens feel it is important to have more power than the government because we don't want to feel left out of decisions that will affect us directly. The government makes the citizen feel that they have an active participation in the decisions they make when they really don't. I mostly think that citizen power is all an illusion.

The Vietnam war was an important conflict between the United States and the Vietnamese population and guerrilla army.
The leaders of the Vietcong were:
(I have some problems sending these words, you can just take of the dots).
- V.o N.g.u.y.e.n G.i.a.p;
- H.o C.h.i M.i.n.h;
- N.g.o D.i.n.h D.i.e.m;
- N.g.u.y.e.n C.a.o K.y.
The war ends without a proper winner, but we used to appoint to Vietnam as the real benefited by the USA withdrawal.
Hugs!
