Instead, he believed in the division of this power, and the distribution of it to smaller units, and the establishment of the system of check and balances, to ensure no one overcame another in power in government. One of the powers that Madison feared the most could be abused by a strong centralized government, instead of the one that the Constitution had established already, was the power of taxation, which would fall into the hands of factions, especially those who held the greatert power in that centralized system. This is why he insisted that the division of power, the system of check and balances, were the correct way to avoid that a power as enormous as that of taxation, could not be used by dominating factions.
